Help give terrorists nowhere to hide – ERSOU - Counter Terrorism Policing (CTP) fights terrorism at every level and the work we do helps to keep our communities safe.

Working within counter terrorism is an exciting and challenging role which provides excellent development opportunities within a busy and fast-moving environment. The threat level from terrorism is at Severe and this role is critical to the delivery of CTP change activity to ensure that the command is best placed to mitigate the threat from terrorism.

The CTP Change Manager, working with the Head of CTP and the National CT Change Portfolio, will manage regional ‘business delivered’ change – the work required to deliver change to capabilities at a regional level which can be entirely managed by resources located within the CTP unit, and will provide the single point of contact for the delivery of CTP business change activity in our region.
The key Duties and Responsibilities of the role are:
• Ensure the delivery of new capability in line with time, cost and quality statements in accordance with the project plan. Take appropriate action where necessary to ensure projects are kept on track.
• Work with individual project managers at regional level as required, and with regional lead SMEs for implementation of national projects.
• Develop and maintain project plans according to PPM standards and relevant project documents at each stage.
• Ensure the project is managed within the approved governance and ensure timely decision making.
• Develop and manage a plan to identify and engage with stakeholders to ensure their commitment to successful delivery of the project.
• Coordinate any input from HR and Comms colleagues as required.
• Ensure that benefits management is an integral part of the delivery and with guidance from the Portfolio Office, work with the regional/national performance teams and the regional/national finance teams to ensure that benefits are identified, planned and measured and that there is a clear understanding of impact on the business, ensuring that the business impact is properly managed.
• Monitor overall progress of the project in line with the plan and report progress and escalate exceptions where required- both to regional SLT and also to national project team(s) and/or Portfolio Office as required, using formats supplied.
• Ensure adherence to programme / project management processes and standards as defined by the NCTPHQ Portfolio Office, using tools and templates supplied.
• Develop and implement an active risk and issue management approach in line with the protocols set out by the NCTPHQ Portfolio Office.
• Ensure that any regional interdependencies within the same and other projects/programmes are proactively identified and managed.
• Management of staff: undertaking all relevant line management activities (e.g. performance management and review, attendance management); providing leadership, advice and support to direct reports; develop individuals and staff to establish a highly performing team and therefore the successful delivery of performance objectives.

Successful applicants must hold or be prepared to undergo Development Vetting, before taking up the post. Please be aware the Police Corporate Vetting Unit will undertake security vetting on successful candidates, their family and others that live at their home address, which will include financial checks. Due to the sensitive nature of these checks, we are not able to supply feedback should clearance be declined.

This post is designated a ‘reserved post’ under the Civil Service Nationality Rules and is open only to UK Nationals. If you hold dual nationality, one component of which is British, you may also be considered. However, if successful, you may be asked to relinquish your non‐British nationality (and any entitlement you may have to a foreign nationality) as a condition of your confirmation of appointment with the CTP Command. One of your parents should also be British or have substantial ties to the UK. In the latter instance; substantial ties means that your parent is a citizen of a British Overseas Territory, a Commonwealth citizen, US citizen, EEA citizen, British national or citizen overseas, and they would need to have demonstrable connections with the UK by way of family history or have been resident here for a substantial period of time.

If you’re already married to, or cohabiting with, a person who isn’t a British citizen, you may still be eligible for employment at the discretion of the department. You should note however, that marriage to, or cohabitation with, a person who isn’t a British citizen after appointment may, in some circumstances, result in the withdrawal of security clearance and subsequent transfer to another department, or (if this is not possible or the officer does not wish to transfer) dismissal. Each case will be considered on its merits, taking into account the ties between the person involved and the United Kingdom.
