ERSOU - Police Constable/Detective Constable – Prison Intelligence Unit, Dedicated Source Unit.

 Applications are invited from experienced Detective or Police Constables to join the Eastern Region Special Operations Unit (ERSOU) for a current vacancy in the Dedicated Source Unit working within the Prison Intelligence Unit.

The CHIS in Prisons team, support ERSOU, Regional Forces and HMPPS (Her Majesty’s Prison and Probation Service) by responding to the intelligence requirements of ERSOU, Regional force’s and HMPPS strategic assessments through the handling of Covert Human Intelligence Sources within and where necessary outside of Her Majesty’s Prisons. The team compromises Police Officers and Police Staff, who are all trained and accredited Handlers and Controllers. The team are based at Newmarket, however flexibility is required in relation to start times and locations in order to service operational needs.

The post is open to Constables who have experience in dealing with CHIS. Candidates will have already passed a College of Policing Enhanced Source Management Course or equivalent. Candidates will also be expected to pass the HMPPS CHIS handling course.

Successful applicants must hold or be prepared to undergo Management Vetting and Security Clearance before taking up the post.

 

 

Desirable skills are:

  • Handlers must be experienced and Nationally accredited as a Handler
  • It is essential to have completed and passed the College of Policing Enhanced Source Management Course, along with a proven ability to manage CHIS
  • It is essential that the post holder has a thorough understanding of Regulation of Investigatory Powers Act 2000) and Codes of Practice to ensure that they operate within the current CHIS legislation.
  • A good knowledge of the current Law Enforcement Manual for the Management of CHIS in order to comply with the approved guidelines
  • To undertake and pass the HMPPS CHIS handling course
  • A good knowledge of IT systems including Force Intelligence Systems, PNC and CHIS handling systems such as Charter, to enable these systems to be used to undertake the principal accountabilities of the role
  • Good interpersonal and communication skills in order to interact with CHIS
  • Interview trained to facilitate the obtaining of quality CHIS intelligence
  • Working knowledge of the European Convention of Human Rights Act, ensuring that all CHIS authorisations comply with the requirements of the Act
  • Good knowledge of Data Protection Act is required to ensure compliance
  • A high level of motivation is required, to be able to work under pressure, be flexible relating to changing circumstances, are all qualities required to undertake the role effectively
  • Must have the ability to work in a confidential environment and have high standards of integrity at all times
  • To be fully conversant with the National Intelligence Model and intelligence grading systems
  • Will be required to display significant flexibility in primary role, and attendance at other regional locations including other prison establishments, at the direction of Detective Inspector RPIU and ERSOU Controller, in order to maintain operational effectiveness
  • Must be a Police trained driver.

This advert is open to officers within the region from Kent, Essex, Norfolk, Suffolk and Cambridgeshire.  At this time this advert is not open to Bedfordshire or Hertfordshire police officers.
