Applications are invited for the role of A4 - Officer within the new Locate Team Office. The post is to be placed within the Intelligence Unit based at Hatfield Police Station and serve the Local Policing Command.

As part of the Local Policing Command the Locate / Trace Team will manage the efficient and effective recovery of Missing Persons. The team will work with the Missing Persons Unit and Safeguarding to deal with long term issues. They will also work together with Safer Neighbourhood Teams to carry out functions to help reduce risk and demand from repeat Missing Persons.

Under common law and ECHR Articles 2 and 3, the Constabulary has clear safeguarding duties to risk assess, trace / locate and manage MISPERS efficiently and effectively. The post holder will have daily interaction with the LPC Intervention Inspector for medium and Low risk Missing People and also support the CSP Detective Inspector in cases of high risk. The intervention supervisors will ensure that the tasks are suitably resourced.

They would also support and assist the Missing Persons Unit in the roll out of the Herts Key contacts (Herbert Protocol), which encourages carers to compile useful information that could be used in the event of a vulnerable person going missing.

The post holder will be responsible for the protection of life by monitoring all reports on COMPACT, ensuring effective tasking and accurate and up to date records of enquiries are completed. They will need to evaluate the current intelligence picture and determine what viable lines of enquiry exist from a number of different sources and identify the correct level of tasking and deployment.

They will ensure that reviews are conducted in accordance with published NPIA guidance and SOP and they will be expected to conduct enquiries to allow for early tracing and returning of missing persons. They will review risk levels of missing person enquiries highlighting concerns to Supervisors. They will create and allocate tasks in low and medium risk cases and assist investigation teams in High risk cases providing guidance and expertise.
They will also have to justify expenditure in relation to media, telephone and financial enquires.

PIP level 1 is not essential but desirable.

In addition to the attached role profile other Key Responsibilities may include:-

• To monitor and manage the COMPACT system, providing an overview of investigations, ensuring safeguarding priorities and liaise with ICT where appropriate.
• Attendance at regional and national missing conferences.
• To give support to other departments within the CSP for high risk missing persons if required.
• To assist and manage the Herts Key Contacts (Herbert Protocol) concerning vulnerable persons.
