Prevention First is a new and transformative operating model, shifting Hertfordshire Constabulary’s policing focus to a preventative way of working.   Hertfordshire is the first Force in the country to implement this preventative model and have a strong track record in partnership work to stop repeat crime, victimisation and harm but now aim to prevent problems occurring in the first place. By understanding why operational and organisational issues occur and tackling that, as well as deploying criminal justice and enforcement options appropriately, the Constabulary can reduce demand. 

Given the implementation of this new model, Hertfordshire Constabulary are offering a new, exciting position, a Business Development Manager, responsible for the strategic delivery of the agenda within Organisational Learning, as well as provide line management for the Business Development Analysts. 

The management of this aspect of the Prevention First model, will sit within the Local Change Team designed to deliver a holistic, multidimensional overview of business as well as identify the relationships between strategies, initiatives and stakeholders. The Business Development Manager will work under the guidance of the Programme Manager to instigate research and analysis of data to inform the future delivery of the agenda, taking into consideration the requirements of individual departments and future impacts. 

The role will require understanding of detailed process mapping techniques and collating business information to deliver a comprehensive understanding of efficiencies and opportunities for improvement. The post holder will also require knowledge of project management and business architecture, have experience in line management responsibilities with the ability to engage and negotiate with stakeholders across the Force and have a good standard of written and verbal communication. 

Finally, candidates must have a working knowledge of research methodologies, performance review and management, be able to work with minimal supervision and be experienced in a wide range of IT systems and software. 

Key responsibilities of this role include; 

  • Manage and develop the analytical capability to support the Prevention First agenda
  • Liaise with business leads to ensure sufficient and productive stakeholder engagement
  • Manage the workload and processes of the team ensuring that customer requests are prioritised, requirements met and expectations set
  • To manage a team of staff, ensuring they meet the aims and objectives of the unit
  • Identify and arrange relevant training, equipment and CPD for the team.
