The Strategic Hub is a is a new department within the Strategy, Performance & Transformation department (formerly Organisational Learning), whose remit is to enhance the Constabulary’s approach to understanding, planning and managing organisational & operational demands, including the Force Management Statement.

The Hub provides a dedicated thinking and learning capability, to successfully influence the organisation. Delivering real change to the future of policing in Hertfordshire and helping to support improvements in Force service delivery.

Operational for 12 months, most of the Strategic Hub’s work has a data element to it. With the increasing amount of big data (internal and external) the Strategic Hub requires a data scientist to provide strategic analytical support for the organisation to analyse and understand what these trends and patterns mean for the organisation.

The role is initially a 12 month opportunity with the potential to become a substantive role. Reporting to the Strategic Co-ordinator, the successful applicant will work along-side the existing Hub Business Manager roles, assessing internal and external data to assist with strategy development and operational policing.

Key responsibilities of the role include:

  • Interrogating large amounts of raw data and transforming it into a more usable format to ensure that changing resource requirements are planned for
  • Interpretation of order and patterns in data, as well as spotting trends, current and upcoming, that can help inform business decisions
  • Solving business-related problems using data-driven techniques to negotiate with, inform and support senior staff / business leads in developing force strategy
  • Working with a variety of programming languages, including SAS, R and Python and a wide range of IT systems and software
  • Keep up-to-date knowledge of analytical techniques such as machine learning, deep learning and text analytics
  • An excellent standard of written and verbal communication, including the delivery of complex insights and ability to collaborate with both IT and business

The post holder will require a postgraduate masters level qualification, and at least 3 years’ experience in analysis, as well as the ability prioritise own workloads and work both independently and as part of a team.  

Previous experience in working in a similar role to a data scientist, data analyst, digital analyst, data engineer, data architect, statistician, analytics manager would be an advantage. A PhD to demonstrate research and analytical capability would be desirable as well as a good understanding of policing.
