A vacancy currently exists for a Communications Data Investigator (SPOC) within the Covert Authorities Bureau (CAB), based at FHQ Huntingdon, Cambridgeshire.  

The Cambridgeshire Covert Authorities Bureau (CAB) processes all applications for Communications Data under Part 3 of the Investigatory Powers Act (IPA) 2016 in relation to Cambridgeshire Constabulary, and ERSOU Regional Teams.

This role primarily involves the daily quality assuring of Communications Data Applications and submission to the Office for Communications Data Authorisation (OCDA). Within the role you will receive results and update applicants as well as providing advice and training inputs to departments where required. You will be expected to liaise with other partners, internally and externally including other SPOC Units and the College of Policing.  

You will play an important part in protecting and safeguarding vulnerable individuals, taking part in the on-call rota for life at risk urgent applications. Full training will be provided and you will need to attend an accredited SPOC course at the College of Policing. You will be expected to keep up to date with Industry updates as part of your continuous professional development. You will play an important role in preparing for and liaising with the Inspectorate, the Investigatory Powers Commissioners Office (IPCO) during yearly compliance inspections.

This is an exciting opportunity for a confident and articulate individual with a sound knowledge of the Investigatory powers Act. You will be joining a close-knit team of experienced police staff who will be able to offer support and guidance.

The successful applicant will be a highly motivated individual with excellent interpersonal skills and attention to detail. They will need to possess good IT skills, be inquisitive, decisive and have the ability to work well alone and in a team. Applicants will be required to attend and pass the National Communications Data Investigator SPOC course and to attain and maintain a level of expertise when they become an effective member of the team.

The role carries a requirement to take part in the on-call rota to respond to urgent operational and life at risk issues. Applicants must have the highest level of personal integrity and be able to work accurately, by themselves with close attention to detail in this regard.

Hours of Work; Flexi workers, Core Hours 8-4pm. Late cover 12pm-8pm on a rota, late person is then On Call between 8pm- 8am. Monday to Friday.

Sat-Sunday Covered by the On-Call SPOC 24hrs.

This is a challenging but rewarding role providing an opportunity to become involved in the fast-moving area of policing involving Communications Data. The role covers Cambridgeshire, primarily based at Force Headquarters, Huntingdon, Cambridgeshire although being able to work agile at times is necessary.

Desirable Entry Requirements;

It is desirable that you have previous experience working within the Telecoms Industry or are already an Accredited Communications Data SPOC.  

  • Previous experience working within a policing investigative environment.
  • Working knowledge of IPA 2016 and the ability to deal with ‘High Risk’ incidents during ‘Out of Hours’ call outs.
  • Proven ability to assimilate and analyse complex information with good attention to detail, to provide clear and appropriate direction, to deliver presentations, to demonstrate logical and analytical thought processes.
  • Prepared to undertake and successfully pass two weeks residential training course and any post related training as identified by the post holder or line manager.
  • Experience working in a busy office environment using computerised and manual systems, including complex records and indices, and good working knowledge of packages such as MS365, Excel, Word, the Internet and Social Media Platforms.
  • Educated to BTEC National/A level standard or equivalent, including GCSE English and Maths of equivalent.
  • Previous experience in the delivery of training inputs.
  • Excellent attention to detail, verbal and written communication and inter-personal skills to brief different levels of the organisation.
  • Able to function in a multi-agency environment.

Successful applicants will also be required to undertake vetting to ‘SC’ and ‘MV’ level.
