The Tackling Organised Exploitation Programme (TOEX) has been commissioned to contribute to a whole systems approach to improve the response to the ‘exploitation of the vulnerable’ within the current National Strategic Assessment of Serious and Organised Crime, developing a model that supports an enhanced intelligence picture to inform activity; operational tasking and coordination; and capability development. 

The role will be offered on a Fixed Term contract until 31st March 2022.

This role will be based within the ERSOU Regional Organised Crime Unit (ROCU) at a location to be negotiated.  The ROCU forms a critical part of the national policing network, provide a range of specialist policing capabilities to forces which help them to tackle serious and organised crime effectively. These capabilities include undercover policing, specialist surveillance, and cyber-crime investigation. ROCUs investigate and disrupt organised crime groups operating across police force boundaries, additionally they act as an important point of connection between police forces and the NCA. Grant funded to 31 March 2022, the TOEX vacancies represent a unique opportunity to join a cutting-edge programme which will deliver a first of its kind intelligence and performance framework.

The TOEX Intelligence Analyst will work with the client to develop the terms of reference and work with the Data Insights Analyst to utilise new and existing analytical and research to develop operational products and briefings, inferences as well as testing hypotheses and making recommendations. 

ROLE CONTEXT: 

  • Apply the TOEX operating model to gather, verify and assess all available and appropriate information to gain an accurate understanding of situations and their context.
  • Discuss and develop terms of reference with the client to agree tasking requirements.
  • Apply advanced intelligence analysis to develop operational products; briefings, develop inferences, test hypotheses and make recommendations.
  • Present the results of analysis in the most suitable format to all relevant parties, including external organisations.
  • Work with the Data Insight Analysts and Researchers to utilise new and existing analytical and research capabilities through the TOEX Operating Model.
  • Utilise the Agency & Partner Management Information System (APMIS) to assess the MoRiLE risk rating of Organised Crime Groups.
  • Liaise with internal and external contacts to facilitate appropriate information sharing and promote the integration of the TOEX operating model into the Sensitive Intelligence Network
  • Prepare statements of evidence for court and attend court as a witness to assist in the criminal justice process.
  • Maintain awareness of national and regional priorities and trends around organised exploitation.
  • Any other duties that are commensurate with the role and grade as requested by management

Applicants must hold or be prepared to undergo Management Vetting (5 years residency criteria) and Security Clearance (5 years residency criteria) or Development vetting, if applicable, before taking up the post.
