An exciting opportunity has arisen for a Coverage Lead to join the Seven Force Strategic Collaboration Programme Team to provide support to the 7F Emergency Services Mobile Communication Programme (ESMCP).

Emergency Services Mobile Communication Programme will deliver a modernised voice and data service to the emergency services and will replace the current Airwave system.

The ESMCP team will be expected to develop an understanding of each of the forces’ existing change and mobile working programmes to identify any potential disruption or duplicity that may exist with the ESMCP transition.

The post holder will be required to work closely with internal local force leads as well as partner agencies; Fire, Ambulance and EE to ensure delivery of the programme across all 7 forces.

The 7F Coverage Lead will be responsible for ensuring that coverage is assessed, gaps are identified and solutions are found, in order to provide reassurance to the 7 Chief Constables and enable full sign off of coverage before transition to the new emergency services network.

The postholder will be responsible for providing expert advice to Chief Officers on all strategic matters relating to coverage through relevant communication and management information, liaising and working with local / collaboration ICT and change teams, to ensure effective development and delivery of the programme.

They will manage the design, procurement and delivery of coverage gap fix solutions, liaise with operational leads regarding the local coverage acceptance criteria and gap fix approach, up to and including chief officer sign off at individual force level. They will also be responsible for developing a Coverage Risk Management Strategy.

The successful candidate will require proven experience of managing technical business change and producing programme documentation such as business cases and RAID logs for management, governance and effective implementation of the project. Provide regular monitoring and highlight reports and report project progress as required at a senior level. They must be able to meet tight deadlines and work under pressure.

Strong interpersonal skills are essential to build stakeholder relationships quickly, together with excellent communication skills and the ability to explain concepts clearly and concisely.
