There is a high degree of confidence that 800 additional police officers and a proportion of police staff will be allocated to the Regional Organised Crime Unit network. ERSOU’s calculations are that our ROCU may be allocated 116 extra police officers over the following two years. Not only does this represents a 66% increase in police officer establishment for the ROCU but it is a rare opportunity to accelerate the growth of existing or emerging SOC capabilities for benefit of our region.

 

As a valued member of ERSOU Senior Leadership Team the post advertised is Programme Manager. The successful applicant would be seconded to ERSOU and the post is advertised for 2yrs with a set review after 12mths.

 

The Programme Manager will work directly to a Programme Director and SRO and will be required to establish key relationships with ERSOU Head of Operation, ERSOU Head of Continuous Improvement and senior stakeholders, locally and nationally.

 

This uplift programme will bring significant complexity and challenge. The Programme Manager will be required to design new operating structures, to knit additional resources into existing teams and create new SOC capabilities. The Programme Manager will require a high degree of discretion due to the sensitivity of the capability areas they are required to design and must be comfortable working with minimum oversight. They will need to identify and negotiate pathways to achieve the growth within the timescales set by HM Government and within budgetary constraints. The ideal applicant will be familiar with SOC capabilities in Force and within the region, and should have a familiarity with ERSOU’s functions. They will be familiar with project management and able to display ERSOU’s values of being Courageous, Inclusive and Professional.

 

You must have current or recent experience of policing at Superintendent level, or the clear ability to do so, the ability to effectively negotiate and influence, good analytical and business skills as well as strong written and excellent networking and oral communications skills.

 

You must be able to be released with immediate effect from your force/current role and applicants must have the support of their force in this respect.

This role is applicable to Superintendents or Chief Inspectors acting in a Temporary role from Bedfordshire Police, Cambridgeshire Constabulary, Essex Police, Hertfordshire Constabulary, Kent Police, Norfolk and Suffolk Constabularies – on a secondment until 31st December 2022.

 

Applicants must hold or be prepared to undergo Management Vetting (5 years residency criteria) and Security Clearance (5 years residency criteria) or Development vetting, if applicable, before taking up the post. Please be aware the Police Corporate Vetting Unit will undertake security vetting on successful candidates, their family and others that live at their home address, which will include financial checks. Due to the sensitive nature of these checks, we are not able to supply feedback should clearance be declined.

 

Expressions of interest is sought from a Superintendent, or a Chief Inspector supported for temporary promotion, to lead on ERSOU’s most complex change programme to date. Applicants should provide a statement of no more than 500 words against the essential and desirable entry requirements as set out in the role profile.

 

The closing date for applications is the 07th December 2020. If shortlisted then you will be expected to evidence the six defined areas within the Competency values Framework at an interview.

 

All applicants must print off a copy of the ROCU application approval form and pass this onto their line manager and head of department for authorisation. As this is a PDF document this will need to be wet signed. We will accept an audit trail of emails from your line manager and Head of Department if a wet signature is not achievable.

 

The completed approval form needs to be returned to ersou.recruitment@herts.pnn.police.uk as close to the closing date as possible.  Application forms will not be progressed to the shortlisting stage until the recruitment team has received a completed approval form.

 

Kent officers will need to have their approval form signed by their 1st line manager and then sent to hr.resource.planning@kent.essex.pnn.police.uk to be authorised by Chief Officers.
