About the Role

The BCH Strategic Alliance is seeking a leader with the drive to create strong and efficient services as their new Assistant Director of Human Resources (ADHR).  Working alongside another ADHR  and other senior HR leaders, our new ADHR will lead service delivery and improvements in our dedicated tri-force HR department.  Their efforts can have a vital impact not just on HR but on policing in three counties, meaning they will play a part in shaping forces that can give their best to the public.

The successful candidate will lead and develop a wide portfolio of HR/OD services across the Bedfordshire, Cambridgeshire and Hertfordshire Strategic Alliance, in the context of the need for continuous improvement and embedding transformational change, ensuring delivery of cohesive, progressive and customer focused services to enable achievement of strategic objectives for all three forces.

Summary of duties and responsibilities

Our new ADHR will:

  • provide strong leadership for a broad and cross-cutting range of HR/OD services;
  • act as formal Deputy for the Director of HR (HRD);
  • work collaboratively with the Assistant Director and HRD and other senior colleagues, to ensure delivery of seamless and customer focussed delivery of people centred products, services, policies and processes, including embedding the new operating model for HR/OD service delivery;
  • be a visible leader, ambassador and role model, building and maintaining strong relationships with stakeholders across all three forces;
  • promote a culture of performance management within the service, fostering a culture of constructive feedback, learning and personal and team development;
  • create an environment and culture within HR of confidence, continuous improvement, achievement, constructive working relationships and customer focus;
  • support teams to benchmark best practice, and lead teams to maximise the opportunities afforded by new technology and create a culture of digital leadership;
  • apply a flexible and creative approach to service provision and service improvement, challenging conventional approaches and driving efficiency;
  • be responsible for good corporate governance through the areas of responsibility, ensuring excellent stewardship of resources, managing a significant and complex budget and identifying and delivering on required cost savings;
  • work with the HRD in the development and delivery of medium and long term (5 - 10 years) People Strategies for BCH;
  • take the lead and responsibility for the development and implementation of significant strategic HR/OD projects which will impact across the whole organisation(s);
  • in partnership with the HRD, maintain and communicate a clear and compelling strategic direction for HR; and
  • drive collaborative working across the Department to ensure focus on addressing key workforce issues, and to encourage staff involvement and engagement in the strategic development and operational delivery of the service.

About you

You will be a chartered member of CIPD or have equivalent experience and the ability to demonstrate an active commitment to continuous personal and professional development.  You will also be able to demonstrate a solid understanding of employment law. 

Experience

You will

  • have proven senior HR and/or OD leadership experience within a complex organisation leading senior HR professionals across a range of disciplines;
  • experience of building effective working relationships with colleagues, partners and stakeholders;
  • experience of leading effectively through ambiguity and change and providing teams with a sense of direction, focus and confidence;
  • experience of managing budgets and making creative use of resources;
  • be able demonstrate experience of successfully modernising an operational service or system in order to drive efficiency and improve service delivery to customers; and
  • be able to demonstrate successful experience of scoping and taking a lead role in delivering successful long-term projects, service improvement or change initiatives.

Knowledge

You will have broad knowledge of the leading-edge approaches and developments in HR and People Management;

Skills and Ability

You will:

  • possess the ability to understand complex strategic issues, and to identify potential solutions based on a number of factors including organisational needs, impact on staff, resource impact, cultural and performance impact; possess a strong achievement and outcome orientation, be able to evidence leading people to achieve challenging outcomes;
  • have strong influencing and consultancy skills, and the ability to support evidence-based decision making;
  • possess the personal resilience necessary to work under pressure and scrutiny;
  • be able to contribute to the development of a culture of digital competency and digital leadership;
  • be able to evidence a clear and sustained focus on service delivery and performance, and the ability to work at pace; and
  • have excellent communication and interpersonal skills.
